MORC is committed to the principles of Self-Determination:
- Freedom: to plan life with the supports
necessary for that life.
- Support: to arrange resources and personnel
(both formal and informal) that assists living in the community.
- Authority: to control a set sum of dollars
in order to purchase supports as authorized in the plan
of services and supported by the individual budget.
- Responsibility: to accept a valued role
in the community through employment, affiliations, and spiritual
development and to be accountable for using public dollars
in ways that are based on needs and that are life enhancing.
- Confirmation: to be a self-advocate and
take leadership in choosing options.
These standards can be used to help people live fulfilled
lives that are rich in meaningful relationships, community
involvement, and life-enhancing experiences.
Person-Centered Planning is the foundation for Self-Determination.
Social networks are developed and augmented in order to enhance
interdependent relationships. All aspects of the person's
life are considered in the planning process. Exploration of
relationships, living situations, hobbies, leisure activities,
employment options, and personal growth are encouraged. It
is important to define a "good life" from the person's
perspective. What are this person's dreams and goals? What
makes this person feel loved?
Natural supports and community resources are creatively explored.
Mental health dollars are considered the payer of last resort
for supports that are deemed medically necessary. Full community
membership is assured when the person attends activities and
uses community services that are available to all.
All persons served by MORC living in unlicensed settings
have an individual budget that was derived from an Individual
Plan of Services and developed using a Person-Centered Planning
process. Voluntary participation in Self-Determination affords
people the opportunity to control their individual
budgets in order to direct their supports and services.
By controlling an individual budget, the person is able to
purchase supports from qualified providers in ways that best
suit their needs. They can determine the value of their supports
by considering cost vs. desired outcome. People are assisted
in exploring their options in order to make informed decisions.
